Adding mirrors to the master mirror list?

Hi,

Back in this thread I identified two UK mirrors which are not in the
master mirror list:

and asked the question, how can this be remedied. I haven't as yet
received an answe - so, to reask the question - what's the procedure
for having a mirror added to the master mirror list? Apologies if this
information is already well know, but I've yet to unearth it. The
prize to anyone that answers - I'll happily make a wiki page about it
:)
