devel packages with only one .pc file

Those packages would have to meet the same criteria.  However if they
don't and somewhere down the line you'd be pulling in -devel package
trees, then this can't happen.  In narrow install spaces we absolutely
cannot bring in -devel dep chains just because of lazy packaging.
