cmake draft ratified

has recently been passed by FPC and ratified by FESCo.

I am now working with the cmake maintainer (OrionPoplawski) to 
incorporate the suggested rpm macros into it's packaging soon.  When 
that is done, I'll move the contents of the draft under /Packaging/... 
proper.

Further feedback is welcome/encouraged.
