Rename cvsextras to packager

What needs to be changed is straight forward.

Now that the CVS/Buildsystem merge is delayed, meanwhile we can safely 
go ahead with this change to reduce confusion moving forward.

This will require taking down CVS for a few minutes in order to 
propagate the changed group name everywhere.

When would we prefer to do this?  How about late Thursday after FESCO 
approves this plan?
