[Guidelines Update] Overall Responsibilities

The Packaging Guidelines have been updated with this statement of
overall responsiblity.  It's purpose is to clearly state the
relationship between the packager, reviewer, and the packaging
guidelines.

reviewer and packager work together to determine the severity of the
issues (whether they block a package or can be worked on after the
package is in the repository.) The Packaging Guidelines are a collection
