GPL and LGPL not acceptable for Fedora!

The GPL license text does not allow modification.

 "Everyone is permitted to copy and distribute verbatim copies
  of this license document, but changing it is not allowed."

Uh... by the way, doesn't that make the license doc non-free, and thus not 
okay to distribute in Fedora? :)
