bugzilla confused on package ownership?

So, tonight I got a new bug for elfutils (262461).  Interesting as I'm
not the owner.

Last night tsmetana assigned an e2fsprogs bug (258381) over to me, it
originally went to him for some reason.

I searched tonight and found one other newly opened e2fsprogs bug
initially assigned to rvokal (254841), not me.

Any idea what's going on here?

And package owners might want to search for wayward bugs :)
