Yes, but this is "just" build dependency bloat, not runtime, e.g. the
end user is saved from the bloat, which is the main aspect of avoiding
bloat.

If you like compare it to the presence of both glibc and stdlibc++ in
the default buildroot setup in Fedora, even if only a fraction of
packages really builds for C++.
