Impending FLAC update warning: rebuilds required

Hi all,

FLAC 1.1.3 has been out for a while, and due to API changes a lot of
ex-Extras packages are affected. Matthias Clasen has all the required
patches prepared, but suggested warning this list first and letting
package maintainers know.

If your package is on this list, and the new FLAC does not work with
you without further workaround, please follow-up at the Bugzilla
entry. I'll ask Matthias if he can provide a test SRPM.
