Because something has to write to a package database to assign ownership and 
setup ACLs.  We can't let everybody do this, or whats the point of ACLs, 
anybody could overwrite anybody else's packages.  This is just one of the 
things that has to change when going from an official 3rd party repo to a 1st 
party collection.
