Owners list?

Hello all,

(I may have missed the discussion - my apologies in advanced if this
question has been answered 999 times)
I'm trying to import two new packages - and in-order to do so, I need to
update the owners.list (or at least, it was a prerequisite [1])
However, when I try to commit the updated owners.list, I'm getting
rejected due to invalid/missing ACL.

Help?
