Future owners/ACL choices

What I'm concerned about here is what to do with orphaned packages
from a repository standpoint - should they be removed? Should
builds go to some sort of limbo?

I'm mostly of the opinion that they shouldn't be kept limping indefinitely
without an *actual* owner.
