Proposed guideline for init script files

Yes, the init script section can grow and cross link to things in 
scriptletsnippits as necessary.  I find it difficult to get a big chunks of 
guidelines approved all at once, so I'd rather take the approach of one 
subject at a time.  This time it's the %config or not.
