Co-maintainersip policy for Fedora Packages

I don't think we need something specific here. In my opinion disputes 
between co-maintainers or disputes between fedora contributors should be
settled similarly. And I think something simpler should be used, like

* first try to discuss (preferably on a bugzilla ticket)
* mail to the fedora-extras-list or similar to ask for advice from the
  community
* escalate to FESCo

And of course, there is the already the AWOL policy.
