Executive summary:

The following draft is now an official guideline, having been accepted
by FESCO last week:

These should be written into the guidelines soon if this hasn't
already been done by the time you read this.

No issues pending FESCO ratification this week.  There was one vote:

 * Stop recommending the use of %{?_smp_mflags}

  * Rejected (1 - 5)
