Executive summary:

No new guidelines this week.

Issues pending FESCO ratification:
 * R packaging guidelines

  * Accepted (6 - 1)
  * The dissenting vote was from scop:
    <scop> my -1 for the record unless it's changed to honor $RPM_OPT_FLAGS
  * In a method similar to Perl modules, R modules build with the
    optflags that R was built with.  In contrast to Perl modules, R
    modules do not allow this to be overridden.  It is not currently
    known whether it is possible without modifications to R itself,
    but spot is looking into this.
