taking libbtctl and gnome-bluetooth

Harald was CC:'ed on the original mail... And I don't think he's AWOL
either, he just dropped the packages as orphans. He asked some months
ago if I wanted to take the packages, but didn't fancy being upstream
and packaging it. I thought he'd carry on taking care of them though.
