FWIW, gkrellm-weather's README does say "or later".

gkrellweather.c doesn't have a separate copyright notice embedded in it, 
except for strings in its "About" dialog which says "Released under the GNU 
Public License" [sic].  I think this misspelling was sometime part of a 
plugin template or something as quite a few other plugins have that too.
