I don't think that this claim is true.  There are many packages that
have run-time checks for other programs/libraries/plugins that are not
required for full functionality, and so aren't strict dependencies.

The two examples that come to mind are Firefox and GStreamer plugins.
Nautilus has a plugin mechanism as well, and many Perl and Python
programs have run-time checks for optional libraries.
