IIRC the last time we discussed this the mirrors felt rather jilted by it and 
wondered why they provide a service and why they couldn't just open when they 
had the bits ready.  We set a release date on purpose and coordinate things 
on purpose.  Releasing parts earlier than others just doesn't make sense to 
me and creates a kind of chaos much less controlled than that of a timed and 
coordinated release.  However I'll discuss it again with more people if you 
show up at the meeting to talk about it.
