Well, it's a simple 'koji set-pkg-arches "<arches>" <tag> <package> [<package> 
<package>]'

I think it requires admin access, not entirely sure.  Other than kernel, 
glibc, openssl, and maybe a few others, what packages need specific say i686 
builds?
