Bodhi can push updates with broken dependencies?

And difficult to clean up from.  We have to "mash" the repos through koji 
tags, which means tagging the packages, so if there is a broken dep, then 
there has to be some sort of roll back + remash + re-repoclose.

and then locking to make sure that two rel-eng people don't try to do the same 
updates at the same time (:
