Core packages are using %config for files being installed under /usr

The '%verify(not md5 size mtime)' magic indicates, that the original
intentation was not to protect manual changes, but to handle
modifications by 'mkfontdir' runs (which would be a stateless vs
non-stateless issue).  But since 'fonts.aliases' are not touched by the
system, it is either an ordinary configuration file (at a bad location)
or the %config is simply a mistake.
