We need that work to happen. /usr has seen worse times like for
example when texmf fonts were created on the fly in there. The big
issues are gone, let's fix the remaining ones.

BTW this is something to put up in a spec, not to block F7 with it. If
something cannot be fixed until then it should be grandfathered. But
the long term plan needs to be to keep /usr %config-free.
