so the purpose of this tool is to aid packages that *require* a fixed
uid/gid. But then the package by default acts like simple useradd and
99.99% of installs just reflect that.

Isn't this a contradiction? Either the packages do not really need a
fixed uid/gid or the current deployment defaulting to useradd is
bogus.

Only as long as no one configures the system and it defaults to plain
useradd. The same would apply to bash being redirected to zsh iff a
certain env var were set. Wouldn't break anything in the default
config, but would not be an argument to keep this behaviour.

Well, the fact that the core operation of this (old) package was
documented wrongly should give some hint on how many
users/packagers/admins have been reading it.

I think fedora-usermgmt tries to solve a problem that in today's
Fedora either does not exist or is not solvable by this method.
