Review with flags documentation on the wiki?

Soo....  While the FESCo-sanctioned new review policy using flags has
been posted to this list, it doesn't look like
Packaging/ReviewGuidelines has been updated to it.  Worse off, the
only documentation of it in the wiki is seriously outdated.

Given the level of confusion in the past, could we at least nix the
outdated procedure section in Packaging/ReviewGuidelines and point to
the review with flags v6 procedure email?  And remove/update
WarrenTogami/ReviewWithFlags, as appropriate?
