festival 1.96 packages in the works....

I'm working on updating Festival to 1.96. (I did the basic work for the
upgrade from 1.4, and added the hts voices.) I'm also doing quite a bit of
cleanup, and intend to split out the voices so a much smaller minimal
configuration can be installed.
