I've created a new page:

This page documents the process of reviewing a Fedora package, from both
the contributor and reviewer perspective. Much of this content was taken
from the ReviewGuidelines page, but the following changes have been
applied:

- Packaging/ReviewGuidelines is now just for Packaging MUSTs and
SHOULDs. (It does have a link back to PackageReviewProcess, for people
looking for that content)
- PackageReviewProcess reflects the current CVS branching mechanism, and
the new fedora-review flag process. It also no longer distinguishes
between Core and Extras (when Extras goes away, there will need to be
some minor changes, mostly in bugzilla URLs)

I made this change so that the Review Process document could be kept
current by motivated Fedora participants, and not restricted to the
Packaging Committee. The list of "MUSTs and SHOULDs" for review is still
controlled by the Fedora Packaging Committee.
