RFC: Signed JAR Packaging Policy

What problem, exactly, are we trying to solve here?  Is it to do with
compatibility with unfree Java VMs?  If people wish to install unfree
VMs, then they can also install a suitably signed copy of the
Mozilla-JSS JCA Provider.
