UTF-8 and filenames

What do you propose the tool to do?
If you don't known the encoding, and knowing it is fundamental for the
tool to function, there is not much you can do except avoid wrong file
names by policy.
It should probably report a graceful error, and obviously not crash, but
beyond this?
