Freeze for Test 3 (and adjusted schedule)

I went ahead and shifted the freeze/release schedule for Test3 (and 4).  We 
now freeze on a Tuesday for a release the following Thursday.  Hopefully this 
will cut down on the slips we have to do.

This is also a reminder that Tuesday the 20th of March is now the freeze for 
Test 3.  I plan on "freezing" later in the afternoon Eastern US time.  I'll 
announce once frozen.
