Proposal: Automate fedora-maintainers subscriptions

I thought fedora-maintainers was mandatory like the commits list. I
was always told so and

lists subscribing to these two list (and also still the readonly list
by cut&paste error I suppose) as part of the joining procedure.

The invite would go to the same email address, anyway, and by
definition these people cannot have been on the list previously.

If having different email addresses for FAS, bugzilla, mailing lists
is really needed, then the FAS needs to carry these, too. I think it
already caters for the bugzilla address because 8 people didn't want
to set them equal to the FAS account ...
