Proposal: Automate fedora-maintainers subscriptions

Where is the latest version of the reorg proposal?  I am not sure if it 
is wise to get rid of fedora-maintainers list.

Because it requires somebody to manually approve their registration 
request, which is a big loss when this step could be automated.
