fonts packages review and conffile-without-noreplace-flag warning

Hi,
  While reviewing fonts-japanese
package(https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=225765#c10),
I got explanation from maintainer of this package for ignoring
conffile-without-noreplace-flag warning and i think he is right to his
explanation. I need some more advice on this problem.
