Executive summary:

The following draft is now an official guideline, having been accepted
by FESCO last week:

 * Guidelines for using cmake:

If not already done as you read this, it should soon be written into
the guidelines proper.

Issues pending FESCO ratification:

 * Modifications to the Naming Guidelines for handling non-numeric
   post-releases (6 yea, 0 nay):

 * Additional dist-related macros (7 yea, 0 nay):

Misc business:

 * There was discussion about whether brp-python-bytecompile or some
   other rpmbuild bit could hardlink *.pyc and *.pyo files together
   when they don't differ.  (Frequently they are the same.)  This
   could have some reasonable space savings.
