Packaging Haskell libraries

hugs98 and ghc already both come with the X11 library.

But for any new haskell library that works with both ghc
and hugs being added to fedora, we should make
both hugs98 and ghc subpackages for it.

It would be good if our proposed Haskell SIG documented all this.
