I think new packages shouldn't need additional approval beyond the usual
review.

I have to admit I kind of liked the "rolling release" development model of
Extras, though, personally, I tried to avoid major version bumps in anything
but devel branch. I understand that the current change is part of the price
to pay for the merge. Something along the lines of
$ koji request-tag f7-final packagename
<launches an editor so that I can write why I want this tagged>
<sends mail to rel-eng or whatever else is necessary>
would've been nice, though.
