Package announcements pre-bodhi

Hi,

I'd like to make a package announcment (about an incompatible config
change in fail2ban). What's the procedure before using bodhi? Is there
some template I could use to create something that I can send to
f-p-a?

I remember that there was some discussion a year ago when Hans was the
only one that made the only two or so announcements of fedora extras
packages, so it certainly is no well-known path. :)
