Executive summary:

The following drafts are now official guidelines, having been accepted
by FESCO last week:
 *  Two PHP proposals:
    http://fedoraproject.org/wiki/PackagingDrafts/PHP
    (the first two items only: PECL Extensions and Versioned
    BuildRequires in Macros Section)
 *  Ruby Gems guidelines:
    http://fedoraproject.org/wiki/PackagingDrafts/RubyGems

These should be written into the guidelines soon if this hasn't
already been done by the time you read this.

No quorum this week due to the Red Hat summit, so no new items are
presented to FESCo for ratification.

Misc business:
 * Some progress on
   http://fedoraproject.org/wiki/PackagingDrafts/UsersAndGroups
   We will probably vote on this next week, so comments are
   appreciated.
