How come /sbin/nologin is in /etc/shells contradicting the man page?

Looks like bz #53963 is why it got changed from its intended purpose. Re-open
the bug and agree with comment #6? ;) I wonder if there's breakage from
unfixing the bug since its been 6 years of being wrong?
