In the particular case of *video*, I think the answer is "it depends."  
Because bad video can, in fact, be worse than no video (cf. "FUDCon1").

Note: I'm not saying that we couldn't or shouldn't try it.  Does anyone 
within the sound of our voices have the chops for this?
