Quite simple really. You have a form where you can fill

  * Title
  * News blurb

Checkboxes for

   * News site foo
   * News site bar
   ....

News site foo might just require sending a email to a particular address 
like say lwn AT lwn.net. News site bar might required a specialized API 
like osnews.com.
