My first and most obvious question is "why not put translations
into /usr/share/locale like they're supposed to be"?

But ignoring that, it should be easy enough to hack up a copy
of /usr/lib/rpm/find-lang.sh and put it in the sugar-toolkit package and
then have %find_lang_sugar I guess

I've already got a package up for terminal at
https://bugzilla.redhat.com/show_bug.cgi?id=457247

Calculate and chat I also have srpms/spec files for and should have them
filed for review later today
