Then the backup plan is to isolate as much as we can, minimize the deltas
as much as possible, roll our own based on (F-11 plus patches), and
continue work to push things upstream in the F-12 timeframe.

Don't know much about these.
The only way forward is to identify issues, track them, and fix them
upstream, with what resources we have available. A lot of these fixes
will get in during the F-11 timeframe, and a lot won't.
