powerd broken in os9

yes, someone filed a trac ticket about this the other day.  the
DCON isn't being discovered by that kernel.  i thought we'd found
and fixed it, but i'm not seeing it in git right now.

oh -- here's the trac: http://dev.laptop.org/ticket/9687 , but i
see this still needs to be applied.
