30-keymap-olpc.fdi move from hal-info considered harmful?

to be clear, the resolution wasn't to move the file -- there were
two copies, one incorrect, and we requested that the out-of-date
one be dropped.

but perhaps this was the wrong thing to do, for the reasons you've
given below.
