libibcommon provides common utility functions for the OFA diagnostic and

Update Information:

This updates libibcommon to the last released version.  There will be no future
updates to libibcommon as it has been deprecated.  Anyone using this library is
encouraged to use another library to accomplish their goals.  This library used
to be part of the opensm library chain and was maintained by the opensm
maintainers.  Its functionality has since been folded into libibmad and
libibumad and is no longer maintained by upstream.
