I took a quick look and things do look pretty good.  I have a couple of suggestions:

Remove the Provides: filter stuff if you didn't want to actually filter
anything.  Unless somehow you actually need to filter out perl(unwanted_provide).

Package the documentation files (QUICKSTART, README, UPGRADING*) as %doc instead
of putting them in the web directory.

Don't package the requires and provides filters.
