Before I start the review, can I ask...

%{_datadir}/%{name}/rulesets/*/*.py
%{_datadir}/%{name}/rulesets/*/*.pyc
%ghost %{_datadir}/%{name}/rulesets/*/*.pyo

There are lots of these. Would it not be better for the package to just own
those %{_datadir}/%{name}/rulesets - this would negate the need for the multiple
datadirs

Unless I've misunderstood things that is.
