I agree the /usr/share/config business MUST be fixed, however, the proper fix is
in kdelibs.  kdelibs is what defines/provides the value for the output of:
$ kde-config --install config --expandvars
$ kde-config --install kcfg --expandvars
which is where kde's config files are installed-to by default.

To work around this non-FHS-ness of kdelibs in *every other* kde app/pkg by
making a gazilion symlinks from /usr/share/config*/... to somewhere in /etc/...
doesn't seem practicle to me.
